In the case of northern Los A n g e l e s C o u n t y a n d southeastern Kern County, if we don’t build planned communities in coming years, w e w i l l g e t u n p l a n n e d communities. Planned, or unplanned, more residents, new arrivals, are coming. If we fail to plan, they will come. They are coming; no matter what.
